Cool the body, not the building
Air moving across skin cools you even when the room stays hot. A five watt USB fan runs all night off a mid size power bank. Set it two feet from your head, not aimed at the ceiling. Close windows and blinds by eight in the morning, open them after dark, and put one fan in a window blowing out to drag cooler air in. Sleep on the lowest floor.

Mid August brings straight line thunderstorm winds that knock out power for days while the heat index stays up. Freeze four gallon jugs of water now so your fridge holds longer and you have cold packs later. Charge every bank when the sky darkens, not after. Know which building near you opens as a cooling center and how you would reach it without working traffic lights.

Sleep one night on battery power
Tonight, unplug the bedroom from the wall. Run a USB fan off a power bank from lights out until you wake up. In the morning, check how much charge is left and write the number on masking tape stuck to the bank. That number is your real runtime. While you are at it, fill and freeze four gallon jugs before bed.
